Cycling films for Dublin City Council

Video for the public sector, explained

Whichever way your procurement rules require. We answer tenders and requests for quotes, and we’ve won them with the Judicial Council, the Department of Rural and Community Development and the Gaeltacht, South Dublin County Council, the Irish Universities Association and the Pre-Hospital Emergency Care Council, among others. For smaller jobs, many public bodies simply ask for a written quote, and that works too.

Whichever route you use, the paperwork is ready: a current tax clearance certificate; insurance of €6.5 million public liability, €13 million employer’s liability and €1.3 million professional indemnity; and one fixed price in writing, plus VAT, before anything starts. We invoice against your purchase order. If your tender asks for a document that isn’t listed here, email hello@mangomedia.ie.

Yes. Captions come on every film as standard, so it works with the sound off and for people who are deaf or hard of hearing. For public bodies we can go further. The Law Reform Commission’s safeguarding animation has subtitles and an Irish Sign Language interpreter on screen throughout, and the National Disability Authority’s introduction film comes in versions with subtitles and Irish Sign Language.

Plain language matters as much as the visuals: one idea per scene, short sentences and clear contrast in any graphics. If your organisation has accessibility guidelines, send them with the brief and we’ll build them in from the script, not add them as a fix at the end. If a film needs an Irish Sign Language interpreter, we can book them for you.

Yes. We make Irish-language videos for public-sector clients, and it’s far cheaper to plan the Irish version before the shoot than to add one later. Under section 10A of the Official Languages Act 2003, a public body must make sure at least 20% of the advertising it places each year is in Irish, and advertising there includes recruitment, public consultations and information about services.

So decide early whether you need an Irish version of your film, and check with your Irish language officer how it counts towards the quota. We then plan the script, the speakers and the on-screen text for both languages from the first brief.

Plan it around the running order, then stay out of the way. For the Department of Children’s National Youth Assembly on Climate we filmed the minister’s welcome, the young people’s interviews and the day itself, and turned it into a film of just over two minutes. For Fingal County Council we filmed the Balbriggan Beach Festival from the ground and from the air.

Where young people are involved, we give them space and keep an eye on how they’re coping, as Foróige asked us to at its youth assembly. If you need a film the same day, we can edit on site: we’ve done it for the Department of Education. Every film arrives on Vimeo, where your team comments at the exact second they want changed, so every team’s notes land in one place.
